Last night at the casino, $1/$2 NL, there was a guy betting random bets. Instead of $20 he would do $17, and during a bigger pot he put in $97 instead of $100. Throughout the whole time I was there he was making strange bets every hand he played. Making raises to like $123, $144, etc. Now my question is, is this unethical? I understand doing it once in a while but he went out of his way to do it every hand he played. On average, he played 6/10 hands. Complete donk, although he did stack off a few people by hitting quads.

I don't know that ethics applies.
I don't even know if it is bad manners.
It is possible that he knows it is annoying, and is hoping that people will play poorly when they are annoyed.
Could you counter this by asking him to recount his chips each time?

Some people bet these amounts so other people can't keep track of the size of the pot, and their pot odds. This is not unethical, he can bet whatever he wants, it's part of the game.
Some people also just like 7s... so they bet $17, $127 etc..
Just ignore his betsizing, e.g. if he bets 97, you make the same action as he has bet 100 so that you don't get exploited too much.
