16 is slightly looser than average in FR right? And 16% 3bet vs BU seems kind of loose so I think this should be a clear 4bet. Would help if you have an aggro image though - FR players tend to be more polarized on every street and I don't like 4b/call TT if villain is just expected to fold a ton to the 4b and ship JJ+/AK+ only.

Hmm i usually avoid calling as muh as possible. Your hand range is going to be really well defined as mifpairs and AQ. Its hard to balance such ranges (do u ever flaf AK or KK QQ AA or JTs? Probably not)

Of cos if u think sb is abc postflop and will not give u problems postflop then i think calling would be a more reasonable option.
