Board is so bad for my hand I give it up vs this villain as I think he would not fold most hands to my c-bet here or shove over it. Then if he calls my c-bet I am not sure how to play turn anymore.

Is this a correct line or should I c-bet this board?

Villain is 27/16 , 4.7% 3-bet pre, over 128 hands.

I prefer a cbet most of the time in this spot. We can't simply give up on monotone flops as preflop aggressor. Regarding how to proceed on later streets depends on villain's tendencies. However, if he is a decent reg and he 3bets your flop cbet, we should fold since most regs will not call preflop unless they have suited connectors or pp.
