flop: you have the best hand really often, Tx/33/TT is only a small part of his range.
he can call you with at least 22-99, diamonds and possibly even overcards/clubs/random floats/QQ-JJ sometimes (would expect him to 3bet QQ-JJ). so flop sizing should be fine.

turn: not much has changed for you, but villain might consider it a scare card for his lower pairs, and you will get some credit for double barreling. he doesn't seem like a huge fish and not many worse hands can call you once you bet that much, so you probably should make it 10bb at most.

river: missed draws won't call any bet on the river unless they have a K/9 on it, and you block K.
i feel that your best options are to go for a check/shove (giving these missed draws a chance to bluff), or (likely best) bet really small (<30% pot) to try to induce a raise by missed draws and still be cry-called by pairs.
his strong hands like Tx/33/99 will bet/raise anyway, and then you get a chance to shove over.

by ~2.3x pot overbet shoving you are missing value as you get nothing from missed draws and he might even be able to find a fold with his weaker Tx.
