Call flop, raise turn usually maximizes EV. Alternatively, cap preflop, then bet until he says no. More rarely call preflop and raise flop. It is a matter of taste and board texture. The latter needs more solid reasons than the other two.

As played, you need usually some sort of read to confidently raise, but I'd raise here as a default without that read, based on population reads that river donkers are likely to bet-call with a huge range. They extremely rarely bet-fold and seldom bet-3bet. TT , 99, XT wouldn't surprise me at all, but X9, X5, X4, and any pp are likely as well. The pp's are the most likely hand due to their probable reasoning (I'll call a bet, might as well bet myself (thinking they are somehow bluffing). In this case, they'll never ever fold to a raise.)

I would have also chosen just to call the flop in order to wait to put in a raise on the Turn. He doesnt certainly have Tx. Tx he'D checkraised the turn with. It's possible due to this turncard that he tried to checkraise the TUrn with JJ QQ KK but now got scared by the chance that you could have Tx. You might think he should consequently check the River as well but sometimes fishy players donk out with hand they should not be donking but check/calling with. Most of the times i see a weak pair donking and rarely a strong hand so in first place i'd raise again on the River and if its 99 , so be it. As yohann already mentioned, the donking range is wide and comes with the intention of calling a raise.

The fun thing about donkers is that they are sometimes hard to read. Here, like firsttsunami points out, logical reasoning would exclude Tx from his range. Yet, they sometimes show up with just that. (They have a "built-in" reaction of automatically slowplaying when they hit a monster.)

I spent a whole day to set up NoteTracker, (that ships with PT4) to record what people are donking with (flop, turn and river). Even when the sample sizes are extremely puny, this gives valuable (and even reliable) information. You have HM2, right? Get NoteCaddy and do the same thing (if you haven't done it already). It is worth it.

ye i have hm2 i might have a look at it, but i usually insta write down what they donk with. That is like the first thing i write in notes what their donking range is on what type of board vs x players etc.
