I don't really think there are 'low risk' sites. There are certainly softer sites to play at than PokerStars.

iPoker and MicroGaming skins as well as 888 all offer smaller fields and more fish than 'Stars.

I normally play 45 manners on 'Stars and when I want softer traffic, I go after the On Tap SnGs at iPoker.

They start when 18 players have registered but have 6 levels of late registration (30 mins for turbos and 60 mins for regular speed). Depending on time of day, there could be anywhere between 40-150 players when registration closes.
