I am checking the HM forum...no info, nor any threads there.. I'm trying to register and post a thread now.
The only thread in the HM forum about this is mine and in the Russian section. The guy says he has the same problem... So it seems it is a general issue, hopefully it will be resolved soon

Сайт вообще-то работает. И сервер лицензий - тоже. Но не для всех.
Там что-то в интернете "вообще" случилось, и теперь половина Европы не может сконнектиться с сайтом ХМ.
На данный момент у нас есть сообщения о проблеме из:
России, Украины, Беларуси, Польши, Германии, Франции, Италии, Словении, Испании.
(то есть, у кого tracert ведет через Франкфурт и\или Вашингтон)
А вот из Румынии, Молдовы, Греции, а также Швеции и Финляндии - нормально соединяется.
Но у этих - другая трассировка.
Наши специалисты занимаются вопросом, но пока ясности нет.
For those who don't understand, there is an issue for some countries. They are working to resolve it, but there are no more details at the moment.
Our data center's internet carrier is having a network issue
affecting traffic on the Level3 network from some sources.
Our data center has been informed and is working with
Level3 to resolve the issue. If you are affected, expect
resolution in the next few hours. There is an issue w/ level
3 which is one of the major internet backbones and our
data center, as well as we, are waiting on this to be
resolved.
