Let's look at the other options:

Limp -> will look like you got a pocket pair and hope to see a small flop, so he would bluff you of your hand on most A-high boards...

Fold -> your hand performs way to good against his calling range (if you don't have the read based on a huge sample size, that he only limps with a very strong range), and even against those you are only afraid of a small fraction AA, KK and QQ. Every other possible hand he calls is a coinflip or you are clear favourite... so if it comes to Chip EV shove it's actually the best play in my opinion as he will call most of the time even with worse hands...

Clear shove. You probably have even some fold equity and he has lot of worse to call with. One way to analyze this sort of spot easily is to check what you could call if he had shoved with some range you need to define. See what you can call there, evaluate whatever you have fold equity versus this villain or not and go from there. With tool like HRC you can also create this situation with "allow limps" option.

This. Often weak players are going to l/f with a lot of hands. We need villain to l/f very little hands for us to shove with very decent profit.
