So: you risk 8.18 to win (4.88 + 8.18) so you need around 63% FE. If there where no river card you're move would be plus EV if you have him fold >63% of his range.
That said you can calculate your EV by: %range he folds * $ won + %range he calls * (equity of winning against calling range * $ won + equity of losing against calling range * $ lost).
After that you know if you move will be + EV, but still have to take into consideration if a call is more + EV than a shove.
