TPTK /dry board and fish shove

Villain is a 78/16 only 60 hands dont seems agresive
I am having problems with this kind of spots all the time, no straight or flush possible TPTK and again and again all kind of fishes re raise me with nuts so should i fold always?, can he have KJ, QJ or Flush draw?

We block many of the FDs that he eventually would push. I won't be surprised if I see QQ+ here. Of course sometimes you will be against ridiculous holdings, but if we consider the fact he is passive, I would be more inclined to fold.

If he is not an aggressive fish I will fold. If he is an aggressive fish I snap call & see KJ or AK.
