I think call preflop can work if you know your opponents and what you are doing. 46s is an okay hand to call behind from SB against a tight UTG open range. It flops better than T9o. :) With that being said I would fold it myself without specific reads, and I'm kinda loose in some spots. The fact that we won't have position doesn't improve our ability to extract value when we hit either, but then it's only 2 BB to call. But if you don't have a good postflop play and reads on your opponents just don't think too much and fold it every time here.

I think river is a fold, yes. There aren't any bluffs in his range after he calls our turn raise (although you should make it much bigger, this is not a proper value raise, make it like 30 bb), and I don't think anything worse will value bet here that much.

Preflop fold is probably standard.

As played R is fold, too many hands beat you

I do not like the min raise you made on turn. You have hit your flush - raise solid for value.
River is a fold.

Calling preflop when the pot will be multi-way is fine with this hand when both cards could become a part of flushes and straights. Flop is fine, but we should raise the turn to 30BB or so. As played, when the board paired, I think we have to fold the river.
