when i turn on the PT4 pokerstars zoom hud, my hotkeys that i configured in pokerstars software wouldn't function. is this normal, or how should i correct this probelm?

I haven't seen this question here before so I'm guessing it is not normal. I don't use hotkeys with PokerStars zoom so I would not be able to test it. If you let us know what hotkey software you use, I could try it.
Did the hotkeys ever work with PT4? Is this something new with the latest version?

Hi,
Have a look at PokerTracker's PokerStars Configuration Guide to ensure that your setup conforms to PokerTracker 4's requirements.
Also, be sure that you are running both PokerStars and PokerTracker with full administrator privileges.
How to do this differs slightly on different operating systems.
