99 is a standard call vs UTG open.
What is the purpose of your 3b?
Postflop you can bet or check.

River is a check back. i think his range on the river is mostly 77-JJ and may be half of combos QQ-KK

We cannot check back as we are OOP.

99 is probably the worst hand we can play from MP vs. UTG to 3bet. Flat call preflop, fold to IP squeeze, call versus blind squeeze.

Board runout is good for your holding and one of the few boards where you will easily realise your equity (usually) but you have to be aware that CO's range in this spot unless he is recreational player is really, really narrow, like TT+AQs+ at worst?

As played flop bet is fine though I prefer big sizing with vulnerable overpairs, even ones we would stack off with on flop, he needs to be calling this flop with AKo for us to have any more value on turn in my opinion, once called on flop our hand becomes weakish bluffcatcher and should be check-called as such on this dry board and check-folded to any overcards on board.

If you call preflop, CO would squeeze his QQ and you could easily fold, or CO would flat an uncapped range still, UTG cbets this flop 100%, you call, QQ flats and things get sticky or QQ reraises and we make marginal fold.

As with a lot of hands the mistake begins with us misrepresenting our true preflop value, even versus very loose UTG raisers your 99 is only 55-58%, your 3bet bluff range should be extremely narrow here anyway and consisting of only blockers to top 1%, so KQo, AJo, A5s-A2s, AKo maybe, some small frequency of suited connector just so regular villains can't exploit you by barreling any non-Ace boards once you have a lot of history.

This hand is a call pre flop.
I think flop and turn were ok but checking OTF or OTT wouldn't be bad.
On the river you have to check fold. Villain doesn't call you with weak pocket pairs anymore OTT.

I agree with Lassie.

Only very good players (postflop!) can get away with 3-betting such weak hands HJ vs UTG. It requires weaker than usual opposition too. It doesn't hurt practicing playing that way if you can afford a few buy-ins at the smallest stakes. But if you play to win (NOW), then don't 3-bet 99 here. (And certainly don't 3x. Make it 7bb if you insist to raise, just above the min-raise.)
