Imo you can fold river.

If passive villain calls the flop on such a drawwy board he either has the King / Jack or a draw. Flushdraw seem unlikely as you have 1 yourself, so only draws left are QT or AQ and 9T for straights.

When a rather passive guy (1.1 AF) bets river for 2/3 this usually means he has a slowplayed K or hit his Q. Also see 16% WTS, which is rather low.

A jack he would problably try to check down as you said you have no King on the turn.

Betting range river for him: Kx, QT,AQ, 9T maybe even some lost 8x .

You can muck pretty easily.

Turn barrel depends on villain, if you think he's drawing a 2nd + 3rd barrel are fine.
