I think that it would be more reasonable of him to bet/r or bet/c if he thought you couldn't hit it every time (c/shove is more likely if he e.g hit the board and wanted to protect his hand). Anyway, it is a very out-and-out presumption that "you can't be hitting it every time" and if he was a reasonable opp he would not donk bet with air.
As played, I like shoving preflop with such hands more than minraising coz we don't want to make a difficult decision of calling or folding if the opp shoves on us (if he was a thinking one and saw that we OR wide he would broaden his shoving range). On the wet flop, I would also shove to a donkbet.

If I had 16bb left pre-flop I wouldn’t shove pre-flop ether.
On the flop I would go for stacks as well. You want to protect your hand against draws here.
Also I expect he would shove pre-flop better aces as well. So he could call with some worse hands as well.
