SB: $26.16 (104.6 bb)
Hero (BB): $45.61 (182.4 bb)
UTG: $23.79 (95.2 bb)
MP: $25.59 (102.4 bb)
CO: $26.92 (107.7 bb)
BTN: $25 (100 bb)

Preflop: Hero is BB with Q♦: Q♠:
UTG calls $0.25, MP folds, CO calls $0.25, 2 folds, Hero raises to $1.50, UTG calls $1.25, CO raises to $5.50, Hero??

Preflop: UTG is a fish and open limped again (plays 81/8). CO looks tight (19/12 in 375 hands) and overcalled. I decided to raise, but then the CO 3bets. What to do? I believe calling is the worst option. So, shove or fold?

I would fold there. Call/raise is very strong imo. Also his 4 bet range and how he reacts to 3 bet would help us a lot. With info you provided, I fold.

Tight guy calling fish's limp...
Either he does just some kind of stupid move and tries to bluff you out with 59s or then he is brilliant player and traps you all with AA. But if he was a brilliant player he probably wouldn't play 19/12.
I would shove.

I think that we can defend with a shove here.

Boils down to image. It is entirely possible that you, considering the fish, have been squeezing liberally lately. If so, be careful.

Go for a shove there, nothing really explains that guy.
