If I want to cashout in pokerstars account with Skrill, Do I need to write my personel details ? Or I entered my personal details but without verified(phone number etc.), Can I make cashout with skrill ? I hope I can tell.

I cannot confirm that Skrill will be possible -- it is not possible for me where I live.
In general, it is necessary for PokerStars to be able to identify the person to whom they are sending the funds -- but they should already have that information on file.

If you can deposit via skrill, then you can cashout as well! 
I think you can withdraw the money only the same way you deposited it. If you haven't deposited money with Skrill, you can't withdraw it to your Skrill account.
I'm not 100% sure if this is the case on Stars but I think it works that way on many other poker sites.
