bb is very short as played i would fold river

min or bet very small amount a lot of the time at the micros i've found they have nothing or a draw, however something weird about this makes me think he has JT or complete air but could be completely wrong.

I actually maybe would make the call here and see it what he does this with for info for further hands and we don't need to win a lot to justify a call

Not sure. If you discount the first 2 bets that are totally insignificant,calling river would be similar to calling just a normal cbet.

i would call and make a note about his 3 bet range and betsizes, his bets at flop and turn inducate hes on a draw or QQ i seen sometimes in this situations, only draw that got there at river is J10 , not sure if people have it in 3bet range at NL5?

Imo calling pre is fine. 4bet is not necessary but can be ok too?

OTR villain bets small but I don't expect him to do this with weaker hands than Qx? You can call and make a note or then just make and exploitative fold.
