I don't have much information about the player with just 23 hands played he is 30/9. In this case do you think that i have to play agressively my draw and bet more on the flop and try to push turn or with position try to see a free card (flop and turn)?

Against a loose passive player I don’t think it’s smart to play it differently on the flop and turn. I don’t think he will fold more if you bet more and you want to try to get value of him and bluffing will not work often I think

Also I wouldn’t mind the check on the river with top pair, but it could be a spot to make a thin value bet of 4bb.

agree with your line up untill the river.
I think we can surely bet the river for thin value here.

Since the BB player cheks turn and river i think you should bet river like 2 or 3 bb. What will call you? Jx, Tx maybe.
