Villain is extremely loose and passive. No specific post-flop reads.

Pre Flop:
I isolated the limper by raising to 4BB.

Flop:
I'm holding a weak draw hand but decided to c-bet against one passive opponent with 2/3 x pot. I expect Villain to fold low pairs.

Turn:
Villain called so I reduced their range to Ax or draws. I turned my hand to semi-bluff by flying a second 2/3 x pot barrel and I'm faced with a min-raise giving me 4.7:1 odds. What is the best choice here? Can I count my 9 flush outs as well as the 3 straight outs and call or just fold? Would it be better to just check there instead of barreling?

If you give him a range of Ax and draws why do you bet then? Will anything stronger than you fold? What do you want to achieve with that turn bet?

OTF can work as an exploitative move but normally I would not cbet this kind of a hand when out of position. The weaker you think villain is / the more you think he is folding vs a cbet, the smaller you can make it to get better risk-reward ratio.

OTT the problem is that if you think villain will fold a lot OTF, now it means his range is a lot stronger. You need to get some (probably roughly 20%) fold equity. So, if you think villain will now call you very often, then I would prefer just to check.
After you get raised, I think it might be a bit better to fold in this case. I think it would be better to exclude some outs because you have reverse implied odds here. Then take into account the rake and the fact that you described villain as passive -> he will not raise bluff you very often here.

I think you should fold here. He could easily have a like a 89s, or 910sm which would limp preflop, than call on flop. The problem is that there are not many hands that you can beat here, so I'd just let this one go.

Good question nitrol, the answer is that in hindsight it looks like I was slightly on tilt and just wanted him to fold OTT without any logic.
