I wanted to try one of these out but I found like 4-5 tables max FR NL10/ NL20. Is it like that like all the time ?

Regarding 888 Pacific Poker, they have recently improved their multitabling support. Check this news:

I registered with Pacific recently, always seems busy to me. Just check how many are in their free rolls! (besides the new player/restricted ones)
