Im just curious against this passive player is it good to bet 3 streets for value? Im concerned because of his large hand range postflop, so he can have many hands but i didnt put him on any 4's.

On that board structure u definitely have to triple barrel. He sometimes has some 4s but he will also call down with Qx (WTSD 41).
