Call 1BB river bet ?!?

Usally this donk is a set or air, or sometimes (more rarely ) a combo draw.
Villians bet OTT is really small, but if you reraise only stronger hands would call you.
(set and air might fold, sucker straight might fold but the nut straight would call)
So you would not gain sth by rr.
I would never fold the River. Most of the times we will win.
For sure you have a nice read on the player now.

Against his tiny bets I'd done the same: call and call.

That turn bet is rarely AQ. If you call, you just give flush draws odds to see the river. Definitely raise, it would be quite rare that opponent shows up with AQ there.
