Bluff on turn

Hi,

another bluffy hand for 2.20$ tournament (felt like I have to try my opponents today I guess). Well, So I defend A8s on BB against UTG open. He bets really small on the flop so I feel like I have to call and my hand has some runners and could be the best one (not often, but sometimes). Turn is interesting card. Gives me gutshot and draw. My opponent goes for bigger bet and I feel like I could kind of semi-bluff. he could fold a lot of better hands which beats me and this board hits me a lot better than him. Maybe I should just easy call, definitely had enough outs to call. Do you play hands similar sometimes like that? Or call is just safest and most profitable play all the time? Thanks!
