It's not a cbet as he certainly didn't have the initiative. You could have bet that flop in fact, planing to keep up on a heart but checking is totally fine and probably better when you aren't sure of yourself.
As played I'm raising every day. If he has 22 I want to see it. Otherwise most fulls just don't make sense.

the board is dry, but BB has stack broken, probably is fish, and BTN is a 20/9/5.6...

the stranger is that he bet high turn...
it seems by protection....

Yeah why not, I expect them to overfold this texture at least on multibarrels but checking is fine if you "fear" them (and would indeed be the default play at higher stakes).
He bet turn after you (both) checked twice, he can have 99 or a total bluff. What fulls would you want him to have here ? Do you think he just flatted QQ pre and checked back the flop with it ? Or that he played Q7s or 72s ?

Again I perfectly agree with Floxy.
I guess checking the flop is kind of "standard" move, but for me it is not. It is a fact that on this kind of boards villains fold a lot more, it is also a fact that on multiway pots they respect our bets more and end up folding more. Therefore, my standard line would be to fire a small-ish bet OTF.

We can't also conclude that villain is protecting a value hand just because of his sizing. If poker would be that easy I would be a millionaire And btw, when you say he bet high turn, if you mean his bet was big, I kinda disagree. It is not even 3/4 pot bet.
