Hard to understand fish ...

I missed the flop, I should have raised ...
Turn he does not hit much, most of the time will bet more with KQ on the flop ... of course you can still have sets but also most of the times beta more ...

River dei hero call ... by the thought I had of the flop and turn and the river card as it does not change anything ...

Not to miss the flop was important ...

No, you should not raise flop. Makes no sense.
3 barrels from UTG with small sizes... I think you played it well tbh. River is blank indeed. This looks like AK, that you block some combos of, but getting 3-1 OTR it is close. If you know he is a fish call makes even more sense.

Are you being result oriented?

You didn't give us any information about villain so I assume we don't know he is a fish.
The board is dry and you are multiway. Imo villain's sizing OTF is not bad and you definitely should not raise him with top pair (q).

The hand is fine.

It's not UTG opener that 3 barrels, it's SB that donks small so indeed it smells quite fishy.
In game I tend to fear sets and thus not raise the flop but when I take time to think about it I suppose we could/should raise it.
Anyway not really a big mistake or whatnot as played.

Do I have any coaching or school?

I have no information from the villain.

I figured if he was stronger on the flop and the turn would have bet a bigger size. Because the vast majority of fish are passive and when they have really aggressive bets. As he did on the river but for a player who thinks minimally it is impossible to give him a combination of cards with 3x.

I read zetozinho comment and got confused and thought we are playing against UTG
Now against this guy I might accept the flop raise, but I still think the hand is fine as played.

Indeed who would even trust a portuguese for this kind of thing ? ?(
They probably don't even have chairs in their old country, they must sit anywhere anyhow on the floor so this positional thing is disturbing for him of course.
