imo you must consider your hand can't improve so if he doesn't bluff/fold here, you lost it already
I had lots of these PF raised 99 or smaller pocket pairs which ran into a dangerous flop donk bet, turned all sides upside down and tried to think and look at them from all aspects and from every perspective there is but came to the same conclusion: it's almost impossible to say there is a certain way to play it profitable every time..
now that I look at this hand I'm thinking it's up to your reads and stats if you can raise to try and push him out of the hand with a straight draw or KQ or if you push to make the semi bluff. tomorrow I will have a different opinion 
I still don't now why I'm writing this as you're the judge and you definitely had a thousand times more hands like this than I did, but hope it helped somehow..
