$11 is low stakes if you have a bankroll of several hundred dollars, and high stakes if you have a bankroll of $12.
The answer to your subject question is "Yes -- but since a great many low and micro stakes players are just clicking buttons there isn't a lot of point".
At the micros, a very simple strategy is the most effective.

For every game you need a good strategy to win on long run.
On the micro's you can win a lot with making a lot of value bets and lose a lot with bluffing against fishy players.

It isn't so much that they are bad that makes them tough to play against, it is just that they are so unpredictable.
But the whole goal of game theory is to be unpredictable, so maybe they aren't bad, just so good that they look bad
