Flop: I figured this board would hit a lot of his range so didn't cbet.
Turn: Tried to represent a Q here. I figured that he'd fold MP or worse here.

Hi Tosh5457,
I'm not a fan of bluff raising hands that can't improve to the nuts or near-nuts, especially when there are so many ways to improve to the worst hand.

The other variable is "what is the playing style of my opponent?" -- as in "You can't bluff a calling station"
In this case some calling stations can call here with a pair of nines.

Flop could be a cbet too, that board is good for you.
I don't mind it to be honest. You can definitely raise/fold turn. You lack showdown value, you can represent QJ, QT, AT, AJ that can raise OTT despite the fact that any Qx is a str8.
I expect weak Ax, Kx to fold to your raise, they can block bet turn too.
The reason why I like raise/fold is because they only 3bet you with the str8.
