As for the hand, definitely raise preflop. He limps, so he is very likely to be a recreational player/fish. You want value from those. By just checking, the pot is very small on the flop and it is now tougher for you to extract value from him.

As played, he can have all sort of crap and these fishes always hunt their flush draws no matter what. So good sizing on both flop and turn to give him high price for his draws.

The check/call on the river strategy would be fine by me if the river card was blank. From my experience they try to bluff when they are hunting their draws and miss on the river and you give them initiative. On this card I would suggest small bet like 10-15BB to get some value from random Jx and fold to a raise. Everything he might have been drawing from the flop got there.

As played, I'm do with the flop lead. Turn you improve, bet again big like you did.
River is nasty. Any 9x got there, flushes got there. Check/call a small size, fold vs anything bigger than 1/2 (vs fish, don't call river bets without reads).
