You don't have pot odds but you have implied odds on the flop. Besides, the turn could also give you a spade and a monster draw, so i understand your call.
On the turn, you already said it, an easy fold.

I fold OTT, I don't see worse hands calling your raise.

I don't like playing T9s from UTG, so I'd fold preflop. I'd definitely fold after being 3betted by CO. You don't really want to play these kind of mid range suited connectors out of position without initiative, in a 3betted pot. It's likely going to leak you money in the long run. If villain is a loose agressive kind of player, just wait until you have a better hand and then clean him out. Playing draws out of position against this type of player isn't a good strategy imo.

As played flop is also a fold for me. Maybe a check/shove as a semi-bluff, but never a check/call cause the odds, even with implied included, is still not that great. You missed the straight on the turn but at least got a pair now. Usually this again is a check/fold against a potsized bet. But because it's a loose agressive player, and you actually have a pair now on top of your draw, I can see why you might as well ship it in here in the hope that he's holding air, and with some outs in case he doesn't, but I wouldn't feel great about it.

You're putting yourself in a tricky spot here, I'd just wait for better hands to take on loose agressive players like this.
