Why did you decide not to cbet? It is a relatively dry flop and he will have a lot of air here. You can even get some thin value from str8 draws because he looks like a weaker player (not a full stack) + you have some extra equity with your two back doors and an overcard. There are many cards you can barrel on turn, any heart, 7 or J. 9 or K give you decent showdown value with which you can then pot control. If you dont improve OTT you can shut down and try to get to cheap showdown.
As played I can see some value in raising the river. Good you did not make it too large. This way he can call you with wider range including some hit kings and weaker 2 pairs. But it is a raise/fold.
you can cbet the flop in position and continue with the aggression on any heart/Q/J/K and may be an Ace. However, this might escalate to a 3str bluff which im not sure is optimal vs this fishy looking player. Thus, i like the check behind which allows us to realize our equite.
Calling the turn and raising small this river is how i would have played. Folding to a river reraise though.
