At NL2, without stats or reads from the villain, i would bet on the river, your hand is strong enough to bet 3 streets for value.
As played, i would call. Villain could bet after your check with many Kx

Vs fish river to bet is better than bluff catch

The main decision here is whether you bet the River or not. Given that he calls the flop bet, it's hard to put him on QT, it's not like the flop was KJX. So the 9 is a blank.

Flush and Straight Draws all missed. After checking River, this is a super easy call.

Back to the main question at hand - Do you have value with a River bet?
His primary holding here is KQ, KJ, KT, KXs. Maybe JhXh. Anyway you can definitely bet River, you are sufficiently ahead of his range to value bet.

I also think that bet/fold river would have been the best option.
Reasons are layed out enough above.

As played I think you have to call.
