This is known as a "post-oak bluff"
The post-oak is a worthless tree, and if a bluff, it is also worthless.

There is 27 BB in the pot, and you have to put in 1 to call.
You only need to win once in 28 times to be break-even.
Any more than that is gravy.

Players that do this also do it when they are trying to induce a bluff from a hand the is likely better.
For example, villain might hold trips -- pocket 4s, 5s, 9s or even deuces are well within the range he might do this with.

Note that BB isn't playing with a full stack -- this often (but not always) marks someone just playing "for the fun of it"

Calling is without risk -- even if you lose.
If you find he does this with straights or sets, take a note and move on.

You could indeed Cbet a little bit more on every street. Esecially on NL2 with in mind most villains are loose passive and doesn't like to fold draws and weaker top pair hands. River is kinda tricky. Every 3 makes a straight and if you raise around half pot you need to get action of AT and weaker. It's possible, but it's pretty thin and I woldn't mind the call here. If he 3bets you need to fold for sure.
