35% is way too out of line
I'll start with the adjustment that I never raise hands with the intention to fold to 3bets.
Your weakest hands (0th to 35th percentile of hands) lose too much money when they aren't even making much money in the first place in single-raised pots. Add the fact that they have to face a 3bet 1/3 of the time and fold immediately, and it should be obvious that these hands should immediately be open-folded in the SB.
This means that you are keeping your SB opening range at 60-65% only, and your fold to 3bet will be 0%.
The next thing to discuss is your 4bet strategy. If this dude is truly never folding against 4bets, then the correct strategy would be to
-expand your value range (88/99, AJ, maybe even KQo/KQs)
-never bluff 4bet
-use larger sizings (2.5-3X instead of 2-2.2X)
You also need to think about his 5betting strategy.
If he is jamming fairly wide, then obviously 4bet/call off with 88 99 AJ KQ
If he calls wide vs 4bets but does not 5bet jam light, then you might want to small 4bet with AJ and KQ (with the intention to fold to a 5betjam, but when he flats your 4bet you are doing decent so go broke if u hit top pair).
88 99 may have awkward playability, so jamming with a 4bet might be a decent option.
Jamming smaller pairs isn't ideal especially if he's just stacking off with 55 66 77 pre (then jamming 22 33 44 would be bad). These hands make money vs wide 3bet but narrow 5bet ranges (when you jam and get folds, but have decent equity vs tighter ranges with many unpaired hands)
You never want to slowplay your AA KK preflop, and you can mess with him postflop a lot as well.
Also if he is flatting a ton of 4bets OOP, you can fk with him hard by range betting 1/4 pot on most textures and it's really hard for him to defend too much.
If he's overdefending on the Flop with a wide range, then u can 2nd barrel quite a bit if you do pick up small equity (like gutshots) and he'll still be under a ton of pressure
