I would push or fold pre-flop for 18bb effective. Your not deep enough to play conformable post-flop. A9s would be a push against most villains I think.
The flop call is close with 1 over card and backdoor flush draw. Villain is Cbetting in 2 players. As played the river is tricky as well. You beat only a bluff. Without info I would most likely fold.
