I've seen 7/2/2. They are maniacs compared to this.
But yeah, if this is a tournament, maybe he was Sitting Out a bunch and playing too nitty because of too many tables.
Or maybe it's a bot whose owner thought it's plug-and-play xD

This is really tight in any poker format.
It's interesting to know what kind of format you this is. Sitting out seems a potential reason.

Okay, but we still don't know this is shorthanded or a full ring cash game table. If it shorthanded this would be extremely tight. On a full ring table this could happen sometimes, but it's nitty for sure.
