Can you still play on a site that is not operating in your country? (Partypoker)

Your PartyPoker account will not change the registered country, even if you connected (virtually) from somewhere else. What is left is relocating either yourself or your poker activity to another room.

Point #1
Creating a second account is contrary to the terms & conditions of most poker rooms. I didn't check, but I'm fairly sure PartyPoker's T&C are no different.

Point #2
They could be lying, or could be otherwise mis-representing themselves. In either case, there are verifications checks that must be done before being allowed to withdraw funds. I can't count the number of posts that have appeared here over the years complaining that some poker site or other "stole my money".

I suggest following SvenBE's recommendation and find a new site.

No, making a new account is against the T&C of most if not all poker rooms. As this is considered a severe breach, even your deposited BR could be confiscated.
Regarding players misrepresenting other countries - how would you know that from just seeing someone play? Even if so, you would need to pass the KYC-check for that other country.
In any case, good choices for someone playing SNG and DoN are:
- iPoker, not sure if you have any partners available from your country - please check here if Bet365 is in the list: https://www.pokerstrategy.com/bonus-offers/
- PokerStars and GGPoker as big poker rooms with most traffic

Those are the only realistic poker room choices if you want to keep game type and volume up. Otherwise I'd recommend you also BetOnline with a decent sign up bonus and comparably "easy" games. However traffic for SnGs is lower and payments are mainly through Cryptocurrencies.
