To be honest I dislike using small bet on that type of structure on flop as it allows BU to call almost everything and outplay you on many runouts giving BU big advantage in best hands. As for hand - IMHO if you bet small then you have to always bet this on turn too- you will fold a lot of KQ, KT or A5, though I would use bigger sizing.
