I noticed today there's a tournament, with satellite tickets to the target tourney. However, the tourney which awards tickets, starts an hour before the target tournament. The target tournament allows late registration to blinds #6. The satellite is a turbo, and only 4 people registered at the moment. But, say I bought into the satellite... am I guaranteed a seat, if I win but the win doesn't come til after blind #6 has come and gone?

You don't specify which room this is in. The rules vary from room to room.
Oh wait, there is a room called Global Poker — are you playing there? Sorry, but I know nothing about them.
Typically though, if you win a seat in a satellite, you're are automatically registered into the target tournament.
Sometimes the satellite just pays tickets that you can use on any tournament of equal value. This is rare now.
If you win a seat to a tournament, and late registration has ended in the target tournament, you win a ticket to a tournament of equal value.
Sometimes — as in the case of SCOOP on PokerStars — the ticket can only be used on other SCOOP tournaments.
Even on PokerStars though, things change from time to time.
