Definately 3bet him preflop. Reason? Because
His open raising range is really loose and bad here preflop -> his hands are bad on the flop mostly -> he doesn't hit a hand he wants to stack off with often -> we have bad set implieds

We 3bet him there to narrow his range down to better hands that he will call a 3bet with and that he can stack off with when we hit our set, we also gain initiative which enables us to take away the pot without hitting sometimes aswell (or even seeing a flop).

Postflop I'd valuebet bigger on the river, make it $3 or so. Don't have to be scared of the flush because his line is, like, never, a flushdraw (why would he minraise it on the turn).

How big should my pocket pair be to 3bet him? I probably shouldn't do it with deuces, right?

you should do it with every pp. vs regulars you can sometimes balance your play and call with them but the majority of time 3bet

Do it with 22 too, just because we are kind of raising for set value for the reasons I explained

Of course stronger PPs have more value because they can make overpairs aswell but that's not the point

Could you also give me an advice about non-paired hands? If the button has PFR 25 and ATS close to 50, which hands are good enough to 3bet vs his raise?

PFR 25 and ATS close to 50. this are reeealy high stats. it also depends on his foldto3bet factor but against such opponent personally i 3bet with suited connectors, suited broadways, ATo+, AXs
