Flop: ($0.57) 3♦ 2♦ T♦ (2 players)
UTG bets $0.40, Hero calls $0.40

Turn: ($1.37) 8♦ (2 players)

You could find a fold OTR as played. An open limp indicates a passive player. Raise on the flop and stack off wont be bad either given the fact that he is recreational player

Against a short stack fish I would go for it on the flop. Turn is a tricky card.
If villain is really passive a fold on the turn isn't to crazy with only a bluff catcher with the J♦:

I think I could fold here. We don`t have value here because of we have only J-high flush. When we play like you, we are calling state without any reads.

My own way to play this: raise to flop $1,20 and then we get a read from opponent and maybe value there (opponent with :Ax::diamond: and pair)

Turn smells like there is nut flush.
