1) Pre-flop it is a 4bet and stack off.
2) On the flop with A:d blocker and position I would call and allow him to barrel on the turn with his bluffs. After that, I would consider the rise.

With blocking 2 sets it will be tough to get much value with raising on the flop I think.
You need to think what kind of hands would call a raise. With the A♦: in you're hand in a 3bet pot with 2 big cards on the flop it's hard for villain to have a flush draw. Only value hands that you beat are AT+ and only AQ would most likely call and AJ would most likely stack off. The rest will fold or you are beat against JJ.

Preflop it can be call it can be 4bet.
As for postflop raising is fine but you want to go a lot smaller - point is - you want his AQ or KQ to stay in pot. After your big raise both hands have snap fold.
