Update:
I opened the link in these four browsers:
Brave with no ad blocker: No ads shown, no threats detected
Firefox with uBlock Origin: No ads shown, no threats detected
Edge with no ad blocker: Edge opened a second tab that said "This proutwilocar.co.in page can’t be found" then a long url pointing elsewhere. In addition, the main download page had a fake "continue to download button" as well as the fake virus warning.
Chrome with no ad blocker:: Several popup ads with deceptive messages
Conclusion: Use an ad blocker! The Firefox with uBlock origin is my default configuration. I use the other three for testing things like this.
A little digging reveals that file-upload.net (and file-upload.com) have a "partner program", so that those that upload get paid per 1000 downloads. The revenue for that comes from ads, and apparently file-upload.net allows dodgy advertisers.
Alternatively, Onedrive, Google Drive, Dropbox and Github are all ad-free and secure. For my personal files, I use Mega ( https://mega.io/)
All the best,
