since there are so many draws out, i would bet the turn ~ 25 vs an uncreative weak passive fish.
on this river i would then check. i dont expect him to vbet KJ here and i also dont expect him to have slowplayed a set here. however, i also dont expect a weak passive player to bluff his busted draw when checked to him.
so i expect him to check back his whole range.
if he bets though, i would decide whether to call or fold due to timing and betsizing. oop simply sucks.
i also think your line is fine here (if u wanted to c/f turn), cuz we expect him to bet a made hand and check back a draw on the turn. on the river all draws are busted and a c/c might be the best option. his ps bet is a bit weird, but to get some reads, and since its more fun, i call 
but i think some more thoughts on this hand might be interesting .... how do the others play?

Depends on the game flow, when he has seen me c-betting and then c/f turn I think he´d often take stab with worse hands I would call him down.
Betting turn is also ok, since he´d likely woudl call anyway which he called on the flop (and you should be way ahead of his calling range on the flop).
I am blockbetting all the way vs a fish who is not capable of bluffraising me. Make it 20 on the turn and on this river I'd make it 20 again.
