Hand converted with online PokerStrategy.com hand converter:

Play hand

$0.1/$0.2 Fixed-Limit Hold'em (9 handed)

Preflop: Hero is SB with K:c, A:h.
UTG1 folds, UTG2 calls, 2 folds, MP3 calls, CO folds, BU calls, Hero raises, BB 3-Bets, 3 folds, Hero caps, BB calls.

Flop: (11 SB) 6:h, 9:s, 5:h (2 players)
Hero bets, BB raises, Hero calls.

Turn: (7.5 BB) 7:h (2 players)
Hero checks, BB bets, Hero calls.

River: (9.5 BB) J:d (2 players)
Hero checks, BB bets, Hero folds, BB gets uncalled bet back.

Final Pot: 9.5 BB.

Should I have bet on the turn as i got 4:1 right?
or do i just check call against certain re-raise maniacs? (he was very aggressive and seemed to be calling second bests.
Or straight fold on flop due to his aggression pre-flop (as mentioned, had him noted as a maniac)

If he was a true maniac, like capable of capping wider then QQ+ AKs AK,
and you have seen him bet like this with draws, and high card only,

Then call the turn, and call the river.

I am not sure if a bet is good on the turn because like you said he will reraise you often you do have OC + FD, but if he has
KK or AA, only the flush saves you, if hes got QQ, your in luck. Him being a maniac, I would have to call the turn,
and call the river as well. IF he is capable of bluffing here or doing this with A high or K high, Its worth it.

I don't see myself folding here, the board is raggy, so it should miss his capping range
but draws are possible for him to be betting at.

and take a note of what he played like this with.

(I am basing my evaluation guess on the fact you said hes a maniac......)
