Bu calls the flop so he often has a weak draw (or a strong but wants the other to stay in the pot) so your outs have to be discounted quite a bit. And CO often has a made hands now as well if BU has the draw so I like the fold.
Without BU it depends on CO. If he bets a lot waeker hands you can check/raise to get BB out. If he is rather passive a fold is still better.
