Fold on turn overbet?

Hand converted with online PokerStrategy.com hand converter:

$0.01/$0.02 No-Limit Hold'em (4 handed)

Known players:

Preflop: Hero is BU with 9:c, A:s.
CO folds, Hero raises to $0.06, SB calls $0.05, BB folds.

Flop: ($0.14) 4:s, A:h, 6:c (2 players)
SB bets $0.04, Hero calls $0.04.

Turn: ($0.22) Q:c (2 players)
SB bets $0.20, Hero calls $0.20.

River: ($0.62) T:s (0 players)
Hero gets uncalled bet back.

Final Pot: $0.42.

I don't see how the turn is an over bet, it just puts villain all-in and is under pot.

On the flop, I would just raise the really weak donk bet and put that short stack player all-in.

As played call, top pair is the nuts against these players. Also, you under repped your own hand by calling the flop to that ridiculously weak donk bet.

Again all of this is true. Tho i don't mind you just calling the flop since it's pretty dry, as long as you never intend on folding against that short-stacked guy, if you think you'll get him to put more money in but playing it passively it's fine not to scare him off by raising the flop.
