Standard blind steal situation villain 27/23 (in 23 hands), since ppl are usually aggressive in blinds steal situations I figured to check the turn to get worse hands to call on river or bluffs to bet. The main problem is whether I should call the river? Should I believe he is continuing his bluff or does he really have a hand that beats me (OOP sucks :().

This is hard to answer, it's based on the assumptions you make whether you should call or not.

I think i prefer a fold.
The reasons are that a) you're unknown to him, too. You check/called on a dry board with 3 broadway cards, so you're likely to have some kind of hand.

b) If he's betting for value in this spot he definitely has you beat since he's not valuebetting worse.

c) And while he's betting 100% of his valuerange he might not bluff as often because of a).
