I thin your line is fine, although Id never expect him to bet river with TT/JJ- although he´d likely would 4-bet get all-in anyway these hands
Maybe he should also valuebet less with his 99, boats, or straights.
Anyway if you call, you hope he floated you twice and then bets river to get you off high cards or he is turning his hand into bluff, like 87, 8T, 85, 22 or smt thinking you would fold overpair
Against tilted people and since you also have backup if he also holds for example three pairs, like 85, 75 or smt I´d also c/c river

I'd bet like $21 on the flop, as played $48 at the turn and c/f this river.

If he's tilted he's probably just seeing his hand and playing accordingly.
Imo he'd check back most of his 1, 2 and 3 pair- hands, even TT-QQ would check the river IMO.

So once he bets you're crushed by straights and boats most of the time (especially if he bets that big, even tilted people rarely make these huge riverbluffs).

c/f river ; this is not a board tilted ppl shove river unless they have sth that is crushing u.. i think your riv call is a rather big -ev one. the are actually just 2 combos of hands i see that can play it that way u re ahead: 7T and 57; but many many more fh + st8s, so i simply dont think we have good enough odds..

also tilted ppl play more their cards as anything but they are also comitted with some weird semifloats.. so betting more as bierbaer said is perfectly reasonable, at least on flop for sure, turn is a bit more questionable for me, but maybe still ok
